The penalties, according to Canadian Foreign Minister Melanie Joly, will have an impact on business, which accounts for nearly half of Russia’s government budget income.
Since the beginning of Russia’s incursion on February 24, Canada has sanctioned over 1,070 Russian individuals and businesses.

Ottawa will “persistently demand accountability for Vladimir Putin’s reckless conflict,” according to Joly.
